Performance Max for local businesses: when it works and when Search is better

A small workshop with tools on a workbench and a scooter outside in morning light

Performance Max (PMax) can work for a local service business, but only when the basics are in place: reliable conversion tracking, a clear idea of what a good lead is, decent images and video, and enough budget and time for Google's system to learn. If you're a plumber in Behala or a coaching centre in Salt Lake with a small budget and a short list of services people search for by name, a well-built Search campaign is usually the better place to start. This guide explains how PMax works, what it needs, which controls you now have, and the mistakes that waste money.

What Performance Max is

Google's Help page describes Performance Max as a goal-based campaign type that gives access to all Google Ads inventory from a single campaign: YouTube, Display, Search, Discover, Gmail and Maps. You give it a conversion goal, a budget, creative assets and some audience signals, and Google's AI decides where to show which ad to whom.

Google calls it the recommended option for advertisers with specific conversion goals such as leads or online sales, and says it can complement keyword-based Search campaigns. It also supports a "local store visits and promotions" objective.

One rule matters when you run both: Google says that when a search matches an exact match keyword in one of your Search campaigns, the Search campaign takes priority over Performance Max.

PMax or Search: which suits a local business?

Your situationUsually a better fit
People search for your service by name ("pest control near me", "CA for GST filing")Search
Small budget, and you need to see exactly which searches you pay forSearch
No conversion tracking yetSearch, while you set up tracking
Strict rules on ad wording or placement (for example healthcare)Search, where you write and approve every line
Reliable tracking of real enquiries, ideally qualified leads, and a steady flow of conversionsPMax can be tested alongside Search
Good photos and video of your work, and a visual product (interiors, events, restaurants)PMax can use these across YouTube, Display and Discover
Search campaigns are already working and you want more reach beyond keywordsPMax, with brand and negative keyword controls set up

This table reflects our view of how the two campaign types fit typical local businesses. It isn't a Google rule.

What Performance Max needs to work

1. Conversion tracking that measures real business results

PMax bids towards the conversions you tell it to value. Google Ads can measure website actions such as form submissions, phone calls from ads or your website, and offline conversions you import, for example sales recorded in your CRM. If the only conversion is "page visited" or "button clicked", that's what PMax will chase.

Google's lead-quality best practices recommend optimising towards lead-specific goals such as "qualified lead", "converted lead", "book appointment" or "request quote", and avoiding goals from several stages of the funnel at once. They also recommend uploading offline conversion data regularly, "ideally daily", and moving to enhanced conversions for leads if you import offline conversions.

2. Enough good assets

Google's optimisation tips recommend at least 20 text assets (15 headlines and 5 descriptions), at least 7 images (3 landscape, 3 square and 1 portrait) and at least one video. For a local business, real photos of your premises, team at work and finished jobs are worth the effort. Google notes that using your own video is particularly important if you want to minimise spend on auto-generated videos on YouTube.

3. Audience signals

Signals tell Google who your likely customers are. Google suggests remarketing lists and Customer Match lists (your own customer data, uploaded with appropriate consent), among others. Signals are a starting point for the system, not strict targeting.

4. Time and patience

Google recommends running a new Performance Max campaign for at least six weeks before judging it, and avoiding frequent changes to budget, bid strategy or campaign status during that period, because they can reset learning. After significant changes, it suggests allowing a further one to two weeks. Factor that into your budget before you start.

Controls you have in Performance Max now

Early versions of PMax gave advertisers very little control. That has changed. According to Google Ads Help as read today:

  • Negative keywords. You can add negative keywords to a specific Performance Max campaign or to all campaigns, and select an existing negative keyword list. Account-level negatives also apply to PMax. Google notes they apply to Search and Shopping inventory only.
  • Brand exclusions. Brand exclusions stop your campaign serving on branded searches you want to avoid, such as competitors' names. For PMax they cover Search, Shopping and YouTube search inventory.
  • Search terms reporting. Google's August 2025 update on Performance Max visibility says search terms reporting is available for all PMax campaigns.
  • Channel performance reporting. The same update introduced a channel performance report, then in beta, showing results by channel. Check what your account shows.
  • Device and demographic controls. That update lists device targeting and age controls as fully available, with gender controls in beta at the time.
  • Search themes. You can add search themes to asset groups to guide which searches PMax should consider. Google says search themes have the same priority as phrase and broad match keywords.

Features change often, so check the Help pages and your own account before you plan around any one control.

A note on AI Max for Search

You may also see AI Max for Search campaigns. Google announced it on its blog on 6 May 2025 as a one-click set of features for Search campaigns: search term matching beyond your keywords, text customisation and final URL expansion, with brand controls and "locations of interest" targeting at ad group level. It's a different product from PMax. It adds automation to a Search campaign rather than replacing it with a cross-channel one. Since 27 May 2025, Google has been moving Search campaign brand exclusions into AI Max settings; it says this does not affect Performance Max.

Common mistakes local businesses make with PMax

  • Launching without conversion tracking, or with tracking that fires on the wrong action, so PMax optimises for nothing useful.
  • Counting every form fill as a success. If spam or wrong-number leads are counted, PMax finds more of them. Mark qualified leads in your CRM and feed that back to Google.
  • Mixing goals. Treating page views, calls and purchases as equal conversions confuses bidding.
  • Leaving brand and negative controls empty, then paying for searches for your own business name or for unrelated jobs.
  • Thin assets. A few stock images and no video limit where your ads can appear and how they look.
  • Judging it after a week or changing the budget every few days.
  • Ignoring the landing page. Final URL expansion can send people to other pages on your site, so make sure those pages are suitable or set URL controls.

For clinics and hospitals, remember that ads and landing pages must follow the NMC's 2026 advertising guidelines. Automated creative needs careful review. See our NMC checklist.

A sensible way to test PMax

  1. Get Search campaigns and conversion tracking working first, and know your cost per qualified lead.
  2. Define what a qualified lead is and record it in your CRM.
  3. Prepare real images, a short video and clear service pages.
  4. Set brand exclusions and negative keywords before launch.
  5. Run PMax alongside Search for at least the period Google recommends, without frequent changes.
  6. Compare qualified leads and cost per qualified lead, not raw conversions.
